The official count for the Tijuana Mayoral election was concluded on August 5, 2004
Jorge Hank Rhon, of the Institutional Revolutionary Party, won the election by about 4,000 votes, and is scheduled to take office on December 1. Tijuana, Mexico, has a population close to 2 million people.
The mayor-elect suggested he was looking for a Tijuana police chief who was like former Mexico City police director Arturo Durazo during a post-election interview on August 5. Durazo was arrested and convicted in 1984 for tax fraud and for extorting members of his police force; he was considered one of the most corrupt officials in Mexico before his death in 2000.
Hank said Durazo was a good police chief aside from the corruption.
He is reported to have a worth of $50 million. He is the owner of the Caliente Sports Betting operation, The Caliente Hippodrome, an exotic animal zoo, and other businesses.
